President Obama is set to release a specific health care plan next week. Marc Ambinder at The Atlantic is reporting that the plan will list specific requirements that the legislation must include. The specifics of the plan have garnered both approval and controversy on Capitol Hill.
The President, who prefers a public option in the health care plan, will let congressional negotiators decide if a public option should be included. However, the failure to have a public option will not be a deal breaker. It remains unclear if the President will insist on a “trigger mechanism” that would kick the public option into operation if costs are not decreased and accessibility is not increased by a specific percentage.
The deal breaker provisions include stricter anti-discrimination regulations for insurance companies and specifications for the subsidies given to families so that they can buy into the program. Additionally, President Obama will explain how he wants to pay for the overhaul in its entirety and which American citizens will see an increase in their taxes.
Notably, the President will not ask Congress to use budget reconciliation. Budget reconciliation is a Senate procedural tool that allows Democrats to pass part of the healthcare reform without the threat of a filibuster, which could only be ended with 60 votes. President Obama has stated that he will only ask Congress to use reconciliation when popular reforms will not pass without using the parliamentary procedure.
The President has come under fire for taking a hands-off approach to health care legislation. He has drawn criticism from the left for not encouraging specific proposals and for not doing enough to bring the Democratic Caucus together. This has allowed the opposition on the right to disapprove of the health care proposals currently being debated in Congress.

And job-based coverage (indirect payment), some mandate code, ample capital, the reduced exorbitant ER costs, IT base to streamline the administrative processes and trim the costs might be favorable to the private market. Over time, supposedly, the public plan will concentrate more on basic, primary cares, and the private insurers will provide their clients with differentiated services. And focus should be on the uninsured, the underinsured.

7. Conclusion : The public health is a fundamental human right.
As I said above, patient-oriented value alone could be enough to meet the goal, and another innovative, fundamental change in payment system, or patient’s outcome based payment reform that is able to turn the profit-oriented malpractices and volume into the patient-oriented value and quality is waiting for a final decision.
If At least, some media pay attention to this flower of reform, people will feel empty as the past and current discussion has been time-consuming for sure.
