I have no problem culling horses. I'd rather not, but $700 million is way over the top. Almost a billion dollars for wild horses. Ridiculous. By your logic we should provide contraceptives to deer populations as well because shooting them is cruel. I'm sure that would only be a few billion dollars here and there. We cull deer all the time.
