		<description>With 28% of the cigarette market and Philip Morris&#039; blessing needed to get the FDA bill passed, there was never any real doubt that menthol would be exempt from any flavor ban. It has been exempted in every draft of the bill since 2000. 

Few people expect the FDA to call for its outright ban. If simply outlawing such a popular flavor made people quit smoking, there would be no reason not to ban tobacco all together.</description>
